Large percentage of property loans may be a problem if recession hits

THE surge in property prices has created a fresh avenue for investors wanting to make big bucks, but it is also creating a huge future problem that if left unchecked, can spell trouble for households, banks and the overall economy.

The robust property market has seen the percentage of property loans to total loans in the banking system rising well beyond the levels seen during the 1997/98 Asian financial crisis.

The growth in house purchases is said to be among the largest contributors to the tremendous build-up in household debt over the past 10 years.

Macam mana tak naik. Tahun 2000 still boleh beli apartment RM40,000 kat Lembah Klang. Sekarang, low-cost flat pun dah lebih RM50,000. The apartment yang dulu RM40,000 sekarang bernilai RM80,000. Ni belum cakap rumah teres yang naik 2X ganda dalam masa 5-7 tahun.

Harga rumah naik is NORMAL. Yang jadi tak berapa normal bila kadar kenaikan harga rumah JAUH lebih tinggi daripada kadar kenaikan pendapatan. Am not talking hot property in hot area, kawasan jauh KL pun naik mendadak jugak; especially kalau developed by GIANT developer.

Those concerns, for now, are being overlooked as the sector has not yet showed signs of strain.

For those investing in property as a means of investments, it has yielded huge gains.

“I have made more money from property than from stocks,’’ says one retired analyst, who has been investing his nest egg over the past few years.

It’s not hard to see why that has been the case. Stock markets have been volatile over the past few years.

Although a bet on the right stock can lead to generous returns, the effort and thought that goes into picking a winning stock is far more tedious than buying a house.

In property, the general rule is that you cannot go wrong if you buy a house at the right location. And there are always a few hot areas where huge returns can be made.

However, the pressure for overall prices in the country to appreciate is growing beyond those so-called hot locations.

The Real Estate and Housing Developers’ Association Malaysia earlier in the week said prices of residential properties, notwithstanding the earlier big gains, was expected to rise 10% to 20% over the next six months.

Ini lagi satu super spekulasi. Dari awal tahun 2010 sampai sekarang, harga rumah dah naik sama banyak macam cukup setahun iaitu 3-7%. Malah ada yang dah naik 15% in some part of Puchong. Nak naik lagi 10-20%?

I think jangkaan harga rumah naik lagi daripada REHDA ni berdasarkan hartanah mewah yang banyak dilancarkan sejak awal tahun. Sebab kebanyakannya dah mahal (condo in Mont Kiara dah hampir sama macam KLCC), projek-projek baru ni akan PUSH harga rumah lama untuk naik.

Macam tak banyak developer nak buat rumah yang berharga RM200,000 ke bawah?

Another boost to property investment is that money is plentiful right now.

Look at the banks’ advertisements and you can see how innovative loan schemes have become.

Housing loan repayment periods have gone from 30 years to up to 40 years, and home buyers can now take loans up to the age of 70, way past their retirement age.

This works on the premise that their retirement benefits, prior investments or their children’s incomes should be sufficient to pay the mortgages taken out on their homes.

Also, the innovative loan schemes that require smaller downpayments – 5% or even zero payment – has allowed buyers to make huge returns.

A 20% appreciation in property values between the time the house is bought on, say, a 5% downpayment, to the time the house is completed (which is normally a couple of years or so), would see speculators raking in a four-bagger from their small downpayment, even after paying real property gain tax.

Jual rumah once completed memang cara paling mudah nak buat duit; lagi-lagi kalau beli pun dapat 7% discount bumi. The only risiko ialah unit yang mana, feng shui ok ke x, dan sampai bila anda kena hold property tu. Of course, depend on location & USP jugak la.

Benda-benda ni banyak membantu pemaju perumahan baru untuk tolak harga rumah lebih mahal menggunakan alasan “kos pembinaan yang meningkat”. Nak salahkan spekulator yang main jual-beli rumah? Saya tak pernah buat benda ni lagi but once you did it memang sangat-sangat ketagih kot. Mana taknya, untung beratus ribu! Buat benda ni 5-7x (untuk rumah RM400,000 ke atas), memang boleh dapat RM1,000,000 CASH in 10-15 years.

The extension of loan periods, the low interest rate environment and the smaller margins banks are willing to take just to grow their market share of property loans, have also helped fuel demand for properties.

“The fate of the banking sector is tied to the property sector,’’ says ECM Libra head of research Bernard Ching.

With half of the loans growth for the banking sector to June (which is 13.3% on an annualised basis) coming from properties, the portion of residential loans on the banks’ books is estimated to be 27%.

The percentage just prior to the Asian Financial Crisis was said to be around 17%.

The low interest rate environment really began after that crisis and it has been maintained by the subsequent recessions that have hit the country.

This has contributed greatly to a rise in total household debt as a percentage of the economy.

Household debt as a percentage of GDP was 40% in 2000 and today, that figure is around 64%.

Walaupun benda ni dah jadi, memiliki rumah masih menjadi satu cabaran besar untuk kebanyakan rakyat Malayisa. Harga rumah naik more than 2x untuk 10 tahun yang lepas dan tiada jaminan langsung akan slow down for the next 10-years as makin banyak pelabur asing yang terlibat dalam pelaburan hartanah Malaysia.

My only hope, pendapatan pun boleh la naik 2x jugak, especially untuk fresh grad yang baru start kerja.

“It’s rising and that has been the trend,’’ says Maybank Investment Bank analyst Wong Chew Hann.

Although property loans form a big part of the financial system, analysts say such loans are not in danger of default as the non-performing loan (NPL) ratio is low, particularly for higher-end properties.

But the danger will come should Malaysia suffer a severe recession. Analysts say transport and consumption loans would be the first to signal a default, rather than property loans.

However, with the nature of each new recession different from the ones before, and with recessions becoming more frequent, some analysts point out that if left unchecked, the current situation may become a problem.

To address this, maybe Bank Negara, taking a cue from what China has done, will need to look at instituting more stringent requirements for housing loans.

One suggestion is to impose higher downpayments, based on percentages on a rising scale, for people buying second, third or more houses.

That way, the profit from their initial investments on the homes will shrink after paying off the real property gains tax, thus making it less attractive to punt on house values.

Maybe prudent limits on banks should to be considered, given the banks’ exposure to residential properties.

Whatever the case, its better to err on the side of caution.

A property market collapse always spells trouble for the economy.

So, should or should not beli rumah sekarang?

    Lyna, juz nak tanya.. Macamana kalau rumah yg kita beli tu takde org sewa ya? and sapa je yg mampu beli rumah mahal2 tu..

    Tapi tengok rumah kat saujana D tu mmg semua dah penuh susah sgt nampak rumah for sale..

      Kalau takde org sewa, mmg kita kena tanggung sendiri la bayar bulanan bank. Sakit gak kalau suffer from vacancy loss nih.

      Kita mmg ingt sapa la nak beli rumah mahal2 ni. The thing is, evertime launch sure sold out.

    harga rumah mmg sgt mahal. sometimes, i rasa property agent pun mainkan peranan – they play with the price of the houses. tapi bila panggil bank or evaluator, the value is below the asking price.
    Banks pun dah kurangkan % of loan, i think its a step to reduce/control the rising of property prices.
    If u really want to buy property for urself/investment..think carefully and u may need to save more money to pay the developer up to 20-30% deposit because banks are lowering the %of loan. Its hard to get 90% anymore now..its down to 70%-85%

      I tak aware plak bank nk kurangkan % loan. Sejak bila? I try mintak 2 minggu lepas still boleh dapat 90% lagi. I know china plan nak reduce % untuk 2nd house onward; 90% utk 1st hse, 80% utk 2nd hse, 70% utk 3rd hse etc…

    tapi, bukan kat bandar je harga rumah naik..
    kat kawasan luar bandar pun dah mencanak2… seram tengok harga..
    kalau nak buat loan, memang tak sepadan dengan gaji laaa.. huhu

    Property price kat klang value skang nie mmg sgt sgt mengarut. buyers cari untung smpi 20% even ada yg 50% drpd harga awal tahun. just imagine rumah yg sama kat usj 1 dulu boleh dpt 200k mid last year, skrang nie 300k pun lum tentu lagi. mid year lepas byk yg nak jual rumah kat usj 1, skang nie,,,3-4 iklan pun lum tentu leh carik.
    our govt have to do something bout this. or a lot of ppl will suffer. those yg ada duit sedap2 buat untung atas angin. agen mark up harga so dpt komisen lebih. bile nak apply loan, valuers ckp harga rendah. huhuhuhu
    for me. better banks reduce their M.O.F fr 90% (ada yg 100% or 110%) to 50% utk yg ader aset 2-3 bijik umah. yg takder aset tu bagi lar 80-70%. then buat sistem grading. contoh pendapatan (berdasarkan income tax) grade A tak boleh beli rumah org pendapatan grade B. tp sape yg dlm grade B boleh beli yg grade A. baru leh stabilisekan harga rumah.
    but that just my opinion….. 🙂

      Kerajaan sudah sekat untuk rumah 3 dan seterusnya akan dapat 70% loan bank. Kerajaan sudah pun buat apa yang Izwan perkatakan tetapi harga rumah masih melabung tinggi. Mungkin di sebabkan penjualan balik rumah (CHKT) sudah bermula orang akan ambil kesempatan kenaikan harga rumah.

    Nice info…pendapat saya, nak beli rumah, tgk kawasan yg sedang membangun. Coz the price still murah lagi.. once kawasan tu dah membangun, ia akan jadi tumpuan, then masa tu ramai yg nak beli rmh di kawasan tu… so, tak rugi beli masa tengah membangun… but, make sura amik islamic loan, jgn amik convensional, teruk nanti nak settle baki dia…jgn terkejut plak bila nak settle atau convert, tgk2 baki lebih tinggi dari harga masa beli dulu…huhu
